Charles Milton Bland was born to William Lee Sr., and Julia Etta Barney Bland at Knights Landing, Yolo County, California on August 28, 1867. Charles arrived in Shasta County, at an early age where he worked for the railroad for several years. Charles moved to the town of Kennet (now underneath Shasta Lake) and worked two years as a laborer.

In 1896, Bland was working with sheep and cattle at ranches around Ono and the Bald Hills area in Western Shasta. That is where he picked up on ranching. He and his sibling William Lee Bland Jr., bought land and built a home. William left and married.

Charles Milton Bland married Carrie Emline Tuggle a daughter of pioneers William Merriman and Mary Elizabeth Hammans Tuggle. They were wed on June 11, 1898 in the county of Shasta. Both parties were educated.

Charles and Carrie Bland had a total of five children. Their children are: Millia Alivilder Bland, Crissie Milton Bland, Floyd Elmet Bland, Gussie Willard Bland, and Carl Adelbert Bland. Three of the children died young.

Charles and Carrie Emline Tuggle Bland retired in 1946. Charles died April 4, 1959 in Redding, and the pioneer is buried in the Redding Cemetery, in the Bland family plot. Carrie Emline Tuggle (Bland) died the following year.
